View this newsletter online Public Review Notice II, October 2009 Operations Report Card (ORC) 30-Day Public Review Now Open October 16, 2009 (San Francisco, CA) The Collaborative for High Performance Schools (CHPS) is pleased to release the Operations Report Card (ORC) for public review. The ORC is a new program that will benchmark the current performance of existing schools, provide a report card of results and make suggestions for improvement. The CHPS Operations Report Card program will advance the standard for the maintenance, operation, and improvement of all school buildings – high performance and otherwise. These assessments will take place in five categories: energy efficiency, thermal comfort, visual comfort, indoor air quality, and acoustics. The ORC is being developed as an interactive online tool. While designed for district-wide deployment over multiple school sites, it will also be useful to single public schools, charter schools and private schools. CHPS has made available for review the grading mechanisms that will provide schools with a simple, understandable score to communicate where their school currently stands on the spectrum of high-performance. These scores will be created in the five categories that CHPS has identified as most essential to high performance schools: energy efficiency, thermal comfort, indoor air quality, acoustics, and visual comfort. CHPS has engaged leaders in each of these fields to develop the criteria by which each will be evaluated. The 30-day public review period will last from Friday, October 16, 2009 to Monday, November 16, 2009. To download the review materials and submit comments, please visit: www.chps.net/orc. Schools will complete several steps as they work through the ORC program, including data-gathering through facilities measurements and occupant surveys. After entering all of the requested information, the school will be provided with its Report Card. This summary document will provide the school with the numeric score it has achieved in each category, along with brief comments about why that is the case. In addition to the Report Card, each school will receive a customized list of suggested improvements based on their site information. The ORC is currently being piloted at nine school locations nationwide, including schools in California’s Los Angeles Unified School District, Santa Monica-Malibu USD, Hollister USD, Yuba City USD, Tahoe-Truckee USD, San Francisco USD, and at Nashua School District in New Hampshire and Situate Public Schools in Rhode Island. Chartwell School, a private school in California, is also participating in the pilot program. These schools have so far tested the occupant survey component of the ORC, and they will continue testing the Report Card and Improvements components at the conclusion of this public review. Because of the unique nature of the ORC, it will be useful to schools at all levels of performance. In fact, CHPS anticipates that it will be most helpful to schools currently at lower levels of performance that are seeking to improve. It is important to note that there are no minimum requirements to participate. Scores are simply a benchmark of current performance. It is anticipated that the program will be available for public use in January 2010.
