About the Presenters
Eric Anderson
Energy Program Manager, Mesa County Valley School District
Eric Anderson earned a Bachelor of Science degree in Business Administration from Sonoma State University. Eric is a Certified Energy Manager and is currently Chairman of the Colorado Association of School District Energy Managers.
Since starting his career in the field of energy management, the programs Eric has lead have collectively avoided over $10 million dollars in utility costs. In 2005, the Environmental Protection Agency’s Energy Star program awarded School District Eleven with their prestigious Energy Star’s Partner of the Year, Leadership in Energy Management Award.
In August 2007, Eric and his family relocated to Grand Junction where Eric now works for Mesa County Valley School District.
Ted Hughes
Director of Public School Capital Construction at the Colorado Department of Education
Since 2001 Ted Hughes has developed and administered the Colorado Department of Education Capital Construction Grant Program. This has included:
Insuring that the program complies with the Colorado Revised Statutes;
Providing technical assistance to school districts on their facility needs;
Distributing state funds to school districts for renovation, maintenance, and construction projects;
Involvement in funding assistance and construction of over 470 school projects;
Visiting over 155 school districts and looking at their facilities.
In 2008, the Commissioner of the Colorado Department of Education, with input from the State Board of Education and the Public School Capital Construction Assistance Board, appointed Ted to be Director of the newly created Division of Public School Capital Construction Assistance, commonly called Building Excellent Schools Today or BEST.
Previous to 2001 Ted worked in the private sector in the construction industry as president of a commercial general contracting firm. This background includes, design, building, and renovation of PK-12 schools, as well as higher education.
William "Bill" Orr, C.E.G.
CHPS Executive Director
William "Bill" Orr became the leader of CHPS in July 2009, after working for the state of California for almost thirty years. For a majority of career in state government, Bill worked for the California Integrated Waste Management Board where he managed their Green Building and Environmentally Preferable Purchasing programs from 2000-2007.
On the CHPS Board from 2002 to 2007, Bill was the head of the CHPS Technical Committee from its inception through 2007. During that time, he led the development of the 2006 Edition of the CHPS Criteria for California and was on the national LEED for Schools committee. Bill was inducted into the California Green Schools Hall of Fame in 2007 for his pioneering work with CHPS. Bill is a registered Engineering Geologist in California.

Ed has a Bachelor of Architecture degree from Kansas State University. He is the Emerging Green Builders National Committee Chairman and is a member of the Middle Tennessee USGBC board of directors. Ed joins the CHPS team to champion and run the CHPS Verified program and to support the CHPS Technical Committee.

Why are you a member of the CO-CHPS committee and why is the work we are doing important to you?
"CO-CHPS was an opportunity for me to share what I have learned with my local community and CHPS encourages both the development of quality environments that encourage healthy physical and mental well being and development in such a way that does not harm our natural environment.
I think schools have plenty of issues to deal with that high performance buildings sometime slip to the side in lieu of paying appropriate teacher salaries and buying books (both also very important things). However, I believe high performance schools are essential for the viability of a school district long-term operating budgets and for the long-term educational goals. Without nurturing environments, high quality teaching and the best supplies can only go so far. CHPS will encourage school districts to think more long-term, to fund high performance building projects, and eventually reap the long-term benefits of such practice such as drastically reduced operating costs."
