of Education (CDE)Responsible for managing public
schools in California. The School Facilities Planning Division is part
of their organization. The School Facilities Planning Division is responsible
for site and plan approval. They are charged with validating that all
new school construction is safe for the students and supports the school's
academic mission.
Division of the
State Architect (DSA)Responsible
for reviewing the plans and construction of publicly-funded schools and
essential-services buildings. DSA's review process ensures that these
plans, their specifications, and the actual construction are in compliance
with California's requirements for structural safety, fire and life safety,
and accessibility for these building classifications.
Office of
Public School Construction (OPSC)OPSC, as staff to
the State Allocation Board (SAB), implements and administers the programs
of the SAB (such as the School
Facility Program). The OPSC is also charged with the responsibility
of verifying that all applicant school districts meet the specific criteria
of the type of funding requested. Finally, the OPSC prepares recommendations
for the SAB's review and approval. They have recently produced a well
written handbook to the SFP. They also maintain a site of Prototype
School Designs for elementary, middle, and high schools. Containing
plans, abstracts, and general building information, it is considered a
selection of best practices.

(CASH)Since 1978, California's CASH has promoted,
developed, and supported the enactment of new statewide and local funding
alternatives for public K-12 school construction, maintenance, and modernization.
Natural Resources
Defense Council (NRDC)The NRDC is a national, nonprofit
organization of scientists, lawyers, and environmental specialists dedicated
to protecting public health and the environment. Founded in 1970, the
NRDC has more than 400,000 members nationwide, served from offices in
New York, Washington, Los Angeles and San Francisco.
